PROBLEM TO BE SOLVED: To provide a vehicle control system or a vehicle controller for achieving smooth traffic at an intersection by properly controlling the traveling status of one's own vehicle even when any vehicle which is not able to travel exists. SOLUTION: This vehicle control system is configured to control each vehicle approaching an intersection to enter the intersection to pass the intersection according to priority relating to the passage of each vehicle at the intersection preliminarily set based on information relating to the traveling status of each vehicle acquired by communication, and provided with a specific vehicle detection means for detecting a specific vehicle which is not able to transmit the traveling status to another vehicle with at least the location of the specific vehicle.
