摘要 PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of suppressing the occurrence of a white streak in a gray image by specifying a penetration ratio of conductive brush fibers into the surface of a photoreceptor in a prescribed range, thereby regulating the curving state at the tips of the conductive brush fibers, and to provide an image forming method using the same. SOLUTION: The image forming apparatus is sequentially arranged with an electrostatic charging means, a developing means, a transferring means, and a discharging means around a single layer type electrophotographic photoreceptor, in which the electrostatic charging means 12 is an electrostatic charging means for electrostatically charging the single layer type electrophotographic photoreceptor surface to a plus polarity; a preelectrostatic charging means equipped with the conductive brush 4 comprised of a conductive base and the conductive brush fibers 31 is arranged between the electrostatic charging means and the discharging means; when the extreme proximity distance between the conductive base and the single layer type electrophotographic photoreceptor surface is defined as (a)mm and the fiber length of the conductive brush fibers as (b)mm, the penetration ratio (K) of the conductive brush fibers to the photoreceptor surface satisfies formula (1): (K)=(b-a)/b≤0.3.
