PROBLEM TO BE SOLVED: To manufacture pebble-bed fuel of high quality by enabling a primary ball to be held concentrically in a mold and filling graphite powder around the primary ball. SOLUTION: After filling the graphite powder 1B into the lower part 12L of the mold through a lower part positioning jig while positioning the primary ball 1C in the lower part 12L of the mold with the jig and then removing it, an upper part 12U of the mold is imposed on its lower part 12L and the graphite powder 1B is filled into the upper part 12U of the mold through an upper part positioning jig 16 placed in the upper part 12U in the mold while positioning the primary ball 1C in the lower part 12L of the mold with the jig 16. Subsequently, the jig 16 is removed to close a top cover 12C and the mold is pressurized with the primary ball 1C maintained concentrically in the mold 12. COPYRIGHT: (C)2007,JPO&INPIT
