PROBLEM TO BE SOLVED: To provide a novel phosphorus-containing polymer having a cycloalkylidenyl group, which is useful as a flame retardant etc. SOLUTION: The phosphorus-containing polymer having a cycloalkylidenyl group comprises a structural unit of formula 1 or 2 (wherein R1and R2are hydrocarbon groups that are identical to or different from each other; X is a group forming a 5- or 7-membered cycloalkylene ring together with an ethylene group to which it is bonded; and n and m are each 0 or 1).
