PROBLEM TO BE SOLVED: To provide a material for promoting blood clotting and a device incorporating the material. SOLUTION: A blood clotting device 10 includes a substrate 12 and a zeolite 14 in powder form deposited on the substrate 12. At least a portion of the substrate 12 is selected from the group consisting of paper, a polymer matrix, polyethylene sheet, hydrophilic macromolecules and cloth. An agent for promoting blood clotting includes a porous web structure and a compound capable of providing hemostasis incorporated into the porous web structure. The compound capable of providing hemostasis has at least one cationic species which gives a positive charge to this web structure, is interspersed throughout this web structure, and is coulombically bound to the web structure. A method for manufacturing the blood clotting device 10 includes a step of preparing a cellulose-based substrate, a step of preparing the zeolite, a step of incorporating at least one cationic species into the zeolite structure to give the positive charge, and a step of impregnating the zeolite into the cellulose-based substrate.
