According to the technology, a first edge device 101 generates a label within a packet including a label value field and an activation state information field. The label value field stores a label value specifying a label switch path. The activation state information field stores activation state information of second edge devices 1 to 4 disposed on the label switch path. In addition, the first edge device 101 transmits the packet to packet transfer devices 102 to 104 disposed along the label switch path controlled based on the activation state information. The packet transfer devices transfer the packet to the second edge device that is a transfer destination specified by the label switch path.
