An apparatus and a method for generating an RZ(Return to Zero) signal are provided to obtain a pulse string having a small pulse width through pulse compressing/mixing after directly modulating two laser beams, and then make the pulse string into an RZ signal. The first modulator(210) receives the first signal having a certain frequency, modulates the first laser beam, and compensates and outputs it. The second modulator(220) receives the second signal having complement relation to the first signal, modulates the second laser beam, and compensates and outputs it. A mixing unit(230) combines output signals of the first and second modulators(210,220) into the third signal, and outputs it. The third modulator(240) modulates the third signal into an RZ signal and outputs it.
