PROBLEM TO BE SOLVED: To provide an IC card capable of adding and changing a program while keeping security in the function of the IC card. SOLUTION: By limiting write with a program 3B for write control equipped with a deciphering function, the addition and change of the program can be performed to a memory 4 for write without affecting the function of the IC card while keeping the security of a program to be further written later. |
