A vehicle control system and a method of using the same are provided to control the movement of a traveling vehicle using road image information of a visual process and traffic signal information of a telematic process. The vehicle control system includes a traffic signal process center(100) providing information with respect to change of a traffic signal, a telematic process(210) wireless-communicating with the traffic signal process center and receiving the information of the traffic signal, a visual process(220) signal processing the information of a pictured stop-line image of the road, and a vehicle controller(230) controlling the movement of a vehicle according to judgement which is judged possibility of the stop-line violation of the vehicle using the stop-line image information of the visual process and the traffic signal information of the telematic process.
