A vehicle position tracking system in connection with a satellite network and a method thereof are provided to transmit and receive a vehicle position information upload command, the vehicle position information, and vehicle ID(Identification) although the vehicle moves at any time and any places, by connecting the terrestrial network and the satellite network, thereby securing reliability of information about the position of the correspondent vehicle. A vehicle position transmission device(100) in connection with a satellite network is composed of a satellite network signal transmitting/receiving unit(12) transmitting/receiving a satellite signal between vehicle position information relay satellites through a satellite network antenna(11); a terrestrial network signal transmitting/receiving unit(14) transmitting/receiving a mobile communication signal between mobile communication base stations through a terrestrial network antenna(13); a received signal comparing unit(15) comparing the intensity of the satellite signal received from the satellite network signal transmitting/receiving unit and the intensity of the mobile communication signal received from the terrestrial network signal transmitting/receiving unit; a communication network deciding unit(16) determining a signal transmission communication network on the basis of the intensity of the signal between the communication networks compared in the received signal comparing unit; a communication link setting unit(17) setting a satellite network link through the satellite network signal transmitting/receiving unit or a terrestrial network link through the terrestrial network signal transmitting/receiving unit, according to the communication network determined by the communication network deciding unit; and a transmitted signal generating unit(18) generating a signal to be transmitted through the set communication network link. On the basis of the signal intensity between the communication networks, the vehicle position information and vehicle ID are transmitted through the satellite network if the state of the satellite network is good or through the terrestrial network if the state of the terrestrial network is good.
