A flat fluorescent lamp is provided to reduce power consumption by using top and bottom plates coated with phosphors and a filament penetrating a frame. A frame(110) includes an open top part and an open bottom part. A filament(115) penetrates the frame and is coated with an electron emission material. A top plate(120) is attached on an upper surface of the frame in order to form a vacuum state. A plurality of bottom plates(130) are attached on a bottom surface of the frame in order to form the vacuum state. A reflecting layer(125) is formed on a lower surface of the top plate in order to reflect visible rays. A phosphor(127) is coated on the reflecting layer in order to generate the visible rays. A phosphor(135) is coated on the bottom plates in order to generate the visible rays.
