A forming apparatus and a forming method of a press mold, which can solve a crease problem caused by a forming depth difference, and can solve such problems as spring back and sidewall bending of a high strength steel sheet, are provided. In a press mold for forming a product such that a side wall portion(MW) and a flange portion(MF) are formed on the workpiece by placing a workpiece(M) between a upper mold(12) and a lower mold(14), a forming apparatus of the press mold is characterized in that a housing space part(S) of which an upper side is opened is formed in the lower mold, a blank holder(16) that supports the flange portion, and moves up and down is installed in the housing space part, a sliding die(18) is installed at an upper side of the blank holder to form the sidewall portion on the workpiece between the lower mold and the sliding die, a step height(14a) for forming a step portion(MS) on the sidewall portion of the workpiece is formed on an inner wall of one side of the housing space part, a corresponding step height(18a) is formed at one side of the sliding die, an inclined guiding part(14b) is connected to an inner wall of the other side of the housing space part to guide the sliding die side to side, and a corresponding inclined guiding part(18b) is connected to the other side of the sliding die and is moved together with the sliding die side to side.
