A system for downloading firmware to a mobile terminal by using a broadcast service is provided to use a relatively small bandwidth and shorten transmission time by transmitting a firmware update package to a plurality of mobile terminals through a broadcast channel at the same time. An SP(Service Provider) generates and provides the firmware update package. A DM(Device Management) server receives management of an interaction network by downloading firmware update. An OMA(Open Mobile Alliance) DM downloads the firmware through the broadcast channel by receiving the firmware update package through OMA file delivery and receives the management of a one-way broadcast distribution system. DM clients download the firmware update package at the same time by connecting to the broadcast channel. The firmware update package is encrypted and distributed by a mechanism defined in the OMA file delivery. The management of the network and the system fixes a delivery path of the firmware update package.
