An apparatus and a method for diagnosing an analog encoder are provided to determine whether an encoder is normally operated or not regardless of the specification of a digital converting apparatus. An analog encoder diagnosing apparatus(320) includes an analog digital converting unit(322), an analyzing range setting unit(324), an intersection point extracting unit(326), and a phase difference determining unit(328). The digital converting unit converts two sinusoidal waveforms output from the two channels of an analog encoder(300) into digital data. The alternate values of the sinusoidal waveforms are converted into digital values. The digital converting unit can be realized by an analog to digital converter(ADC). The analyzing range setting unit sets an analyzing range for determining whether an encoder is normally operated with respect to the two sinusoidal waveforms. The analyzing range setting unit determines an upper value and a lower value in accordance with the specifications of the encoder and a motor based on the output voltage of the sinusoidal waveforms.
