A flat fluorescent lamp and a liquid crystal display device having the same are provided to maintain uniformity of brightness by forming a barrier rib with quartz and coating phosphors on the barrier rib. A first phosphor layer(135) is formed between facing surfaces of a first and second substrates(110,120). A plurality of barrier ribs(140) are formed between the first and second substrates in order to form a plurality of discharge spaces. The barrier ribs include external walls and internal walls. The width of the barrier rib is reduced gradually toward an upper part thereof. A first and second electrodes(160A,160B) are formed at both ends of the first and second substrates in order to apply voltages to the discharge spaces.
