A cognitive radio terminal, an apparatus for controlling the same, and a method thereof are provided to more efficiently use radio resources by dynamically moving between accessible systems. A cognitive radio terminal(20) comprises an RF transceiver(210), a controller(220), a PHY/MAC engine(230), and a memory(240). The RF transceiver executes frequency conversion to carry out communication at a selected communication frequency band. The controller searches for a new communication system while maintaining a connection with the previously connected communication system. If the user makes a request to access the new communication system, the controller switches to access the new communication system, then transmits and receives signals through the RF transceiver part(210). As the controller(220) selects a communication system to access, the PHY/MAC engine(230) executes signal processing for a data processing path based on the selected communication system. The memory(240) stores a communication software module for signal processing based on each communication system.
