PROBLEM TO BE SOLVED: To provide a tongue plate stopper for a seat belt capable of eliminating a dent and a flapping phenomenon and a seat belt device using it. SOLUTION: This tongue plate stopper is furnished with a first member 10 having pins 12, 15 passing through a seat belt webbing 30 and a second member 20 having holes 22, 25 through which the pins 12, 15 passing through the seat belt webbing 30 pass and characteristically holds the seat belt webbing 30 from both sides with the first member 10 and the second member 20 by passing a plurality of the pins 12, 15 through a plurality of the holes 22, 25 respectively corresponding to them.
