PROBLEM TO BE SOLVED: To provide an internal combustion engine with a scavenging control valve device preventing drop of engine performance and seizure of a piston ring due to adhesion of combustion residual on a ring slide surface, preventing accumulation of combustion residual in a scavenging port while the scavenging hole is closed by avoiding blow-by of combustion gas to the scavenging port, and reducing energy loss due to compression work of working fluid by reducing consumption quantity of working fluid for driving a scavenging control valve. SOLUTION: The scavenging control valve fitted in a fitting surface formed inside of a cylinder liner movably in a circumference direction of the cylinder liner and supplying and shutting off scavenging air into the cylinder by opening and closing the scavenging hole on the cylinder liner, is constructed to be provided with scavenging ports of plural stages in a axial direction blocked or communicated to the scavenging hole by movement in a circumference direction, and to keep height of the scavenging port per one stage smaller than distance of inside measure between a highest piston ring and a lowest piston ring.
