PROBLEM TO BE SOLVED: To obtain a high disintegrating effect while reducing the power required for disintegrating treatment. SOLUTION: The paper stock-disintegrating device comprises a first perforated plate 131 arranged in a paper stock container 101 and having a first hole 141 formed therein, a first disintegrating blade 121 facing to one face of the first perforated plate 131 and rotating so as to be adjacent to the first hole region which is a region having the first hole 131 formed therein, a pump blade facing to the other face of the first perforated plate 131 and rotating so as to be adjacent to the first hole region and using the center C<SB>102</SB>of rotation of the first disintegrating blade 121 as a concentric center, a second perforated plate arranged in the paper stock container 101 and having a second hole formed therein, a second disintegrating blade facing to one face of the second perforated plate, and rotating so as to be adjacent to the second hole region in which the second hole is formed by using the center of rotation of the first disintegrating blade as a concentric center, and a power source for rotating the first disintegrating blade, the pump blade and the second disintegrating blade.
