PROBLEM TO BE SOLVED: To provide an exfoliating agent capable of exfoliating with easy treatment of an organic silicon-based coat and/or a metallic oxide-based coat prepared on a surface of optical parts, etc., in a short time, and to provide a method for the exfoliating. SOLUTION: The exfoliating agent for the organic silicon-based coat and/or the metallic oxide-based coat comprises (a) a hydrogen fluoride compound, (b) at least one sort of compound selected from the group consisting of a chelating agent, phosphoric acid, a phosphate, and a silicate, and (c) water.
