PROBLEM TO BE SOLVED: To properly assign processing elements on a data flow to processing elements on an LSI in consideration of the restriction of the input/output of the processing elements of the LSI. SOLUTION: A data flow file 100 including the attributes of processing elements on a data flow and the information of a signal line connecting the processing elements is read from a storage device 12, and processing elements on the data flow to be output to a signal line and processing elements on the data flow to input the signal line are specified for every signal line by referring to the information of the signal line in the data flow file 100, and a bus resource request map 101 including information showing that a bus connectable to each of the processing elements on the LSI corresponding to the specified processing elements is available as a bus for every signal line is generated in the storage device 12.
