<P>PROBLEM TO BE SOLVED: To provide a surface mounting machine, a mounting system and a mounting method capable of improving production efficiency. <P>SOLUTION: A head unit transfers an electronic component to a region on a substrate P contained in an operation possible range D of the head unit. The electronic component is transferred based on an optimum program which is set so that time required for transfer becomes the shortest in every stop position such as a stop position A and a stop position B.
