PROBLEM TO BE SOLVED: To provide a spacer arranging device which is compact and easy to maintain and can fix spacers at specified positions on a substrate with high uniformity. SOLUTION: The spacer arranging device which selectively disperses and arranges the spacers on the substrate has a spacer arrangement unit wherein a spacer scattering part which scatters the spacers whose surfaces are coated with thermoplastic resin in a specified area on the substrate and a light irradiating part which fixes the spacers at the specified positions by irradiating the scattered spacers with light are connected in one body, and is characterized in that the substrate and spacer arrangement part have a conveying mechanism changing their relative positions and the substrate tilts to the horizontal direction.
