PROBLEM TO BE SOLVED: To provide a soil propellant for end surface combustion capable of keeping generation quantity of combustion gas and thrust constant without fluctuation. SOLUTION: This solid propellant is manufactured by applying an adhesive layer 3 for improving adhesion force of an insulation and propellant on an inside of the insulation 1 formed in a cylindrical shape and then filling slurry propellant 2 inside, and heating and hardening the same. When a liner layer 4 is applied on an inside of the adhesive layer 3, slurry propellant 2 is filled inside the liner layer 4 after hardening reaction of the applied liner layer 4 completes, and the propellant 2 is heated and hardened.
