PROBLEM TO BE SOLVED: To provide a thermal transfer layer binder, a thermal transfer ink sheet and a thermal transfer overcoat sheet which can improve productivity in coating when used as a binder of an ink layer and an overcoat layer and can be used to manufacture the overcoat sheet being excellent in environmental resistance.

SOLUTION: The thermal transfer layer binder comprising polyvinyl acetal resin having at least a specific construction unit, is used.
