PROBLEM TO BE SOLVED: To provide an optical waveguide device capable of miniaturizing of the optical waveguide device and reducing a drive voltage while holding an extinction ratio and optical insertion loss. SOLUTION: The optical waveguide device comprises a substrate body consisting of an electro-optical material, an optical waveguide 9, and an earthed electrode and a signal electrode for applying a voltage on the optical waveguide 9. The optical waveguide 9 is provided with an incoming part 9a, an outgoing part 9k, and a mutual action part 10 provided between the incident part 9a and the outgoing part 9k and mutually acting with the earthed electrode and the signal electrode.
