PROBLEM TO BE SOLVED: To suppress a deformation of each structuring portion due to heat generation of a flat heater and prevent bumps and turning up of joint portions of a flooring material. SOLUTION: On the flat heater 2, an upper plate material is laminated on the upper face thereof, a lower plate material is laminated on the under face thereof via a heat insulating material layer, and are formed integrally with each other. The flat heater 2 comprises two insulating sheets 2a, 2b which are laminated with the outer peripheral edges joined together. A plurality of conductive regions 8A to 8F comprising a heat generation portion 20 and an electrode portion 21 are formed via a first non-conductive region 80 in the middle on the inner face of one insulation sheet 2a. In the regions of each conductive regions 8A to 8F, a spot-like second non-conductive region 81 joined to the other insulation sheet 2b is formed. A ligneous portion which can be nailed is provided at a position corresponding to each of the first and the second non-conductive regions 80, 81 of the flat heater 2 in the heat insulating layer.
