PROBLEM TO BE SOLVED: To provide a timing verification device in which dispersion is correctly taken into consideration. SOLUTION: The timing verification device reads a technology file 31 and extracts a dispersion coefficient for each cell on the basis of the condition of the manufacturing process of a semiconductor integrated circuit in dispersion coefficient extraction processing (step 21). Then, in timing check processing (step 24), the timing verification device reads a timing list 37 and extracts at least one of a dispersion amount corresponding to each of rise and fall and a correction coefficient for which the correlation of rise and fall is taken into consideration on the basis of the dispersion coefficient extracted in the step 21. Then, the timing verification device recalculates delay time, determines a pulse width and a timing on the basis of the calculated result, and outputs the determined result as a timing report 38.
