<P>PROBLEM TO BE SOLVED: To suppress a voltage oscillation generated in a snubber circuit for absorbing a surge voltage due to a switching operation of a semiconductor switching element, and prevent the semiconductor element from being damaged. <P>SOLUTION: The voltage generated by the snubber circuit is detected. A phase of the voltage oscillated due to the switching operation is detected.
