<p><P>PROBLEM TO BE SOLVED: To provide a server device and telephone terminal in which user convenience is improved by enabling a user of the telephone terminal to connect communication to easily judge a security level of the communication when performing the communication on a packet network. <P>SOLUTION: When connecting communication between terminals T11 and T12, prior to communication start, a proposition voice parameter containing candidates of a security level are notified from the terminal T11 that becomes a transmission source to an exchange server SV.
