<p><P>PROBLEM TO BE SOLVED: To provide a route generating system, a route generating method, a route management server, a relay device, a terminal device, and a control program for constructing an optimum communication route for group communication in a network with an NAT and a fire wall. <P>SOLUTION: At a request time from a terminal or an MCU, a location server transmits a candidate list for indicating the MCU as a connection candidate based on the information of a connection status at a base point and the fire wall. At the time of transmission of a listening request or a log-in request, the terminal and the MCU request a candidate list to the location server, and the determined MCU is transmitted. The listening request is transferred sequentially to the MCU located on the fire wall connected from any terminal. When the listening request is received, the MCU stores it as session information.
