A car terminal for wirelessly communicating with a car terminal of another person and a base station and a method therefor are provided to wirelessly communicate with the base station if a car terminal of a reference car is in a base station's jurisdictional area, and to wirelessly communicate with a car terminal of another car if the car terminal of the reference car is out of the jurisdictional area, in order to offer traffic information services. A location information processor(15) checks GPS(Global Positioning System) location information of a car. A rotation speed measurer(16) measures rotation speed of the car. A data processor(14) calculates location information of the car by using the GPS location information, and calculates speed information of the car by using the rotation speed. A modem unit(12) sets a communication mode to wirelessly communicate with a base station and another car terminal. A wireless transceiver(13) wirelessly communicates with the base station and another car terminal according to the communication mode. A terminal controller(11) receives traffic information after setting the modem unit(12) so as to be in the mode for communication with the base station in the base station's jurisdictional area, sends information about location and speed of the car to a traffic server, and sets the modem unit(12) so as to be in the communication mode with another car terminal out of the jurisdictional area to receive information about location and speed of another car, then sends information about the location and speed of the car to another car.
