<P>PROBLEM TO BE SOLVED: To provide a toner supply device which is capable of stably supplying toner on the basis of toner supply control even in the case of the toner having high fluidity, and a developing device using the same. <P>SOLUTION: A toner supply device 25 which is provided with a toner cartridge 251 having toner stored therein and supplies the toner to a developing device 23, includes a toner supplier 252 which is adjacent to the toner cartridge 251 and includes an enclosure 252a for storing the toner supplied from the toner cartridge 251 and first and second toner agitating shafts 252b and 252c for agitating and conveying the toner in the enclosure 252a.
