PROBLEM TO BE SOLVED: To optimally organize data even when arriving data are sparse. SOLUTION: A data processing part 3 inputs a row loaded from terminal equipment 2 and generates a group gathered in the size of a buffer memory 951. A data access control part 6 additionally writes the group generated by the data processing part 3 from the buffer memory 951 to an update area 8. A range management control part 4 sets the plurality of groups generated by the data processing part 3 and stored in the update area 8 to a range management table 5 as a range and manages it. When the terminal equipment 2 requests data retrieval, the range management control part 4 selects the range having the groups including the row matched with a retrieval condition, and the data access control part 6 writes the groups belonging to the range selected by the range management control part 4 to the buffer memory 951 by a group unit.
