PROBLEM TO BE SOLVED: To systematically embed considerations of the quantity of electricity, an electromechanical interlock, a operation stop state, a variation range of the quantity of water/oil and a shock to an electric power user into an operation procedure when a system device is operated, calculate an interlock condition and the quantity of electricity in response to the operation procedure, and attain a reliable control. SOLUTION: A monitoring/controlling system is provided with a means for storing the operation procedure of the system device, an individual embedding procedure setting means for embedding additional operation information before or after output timing of a control instruction by the operation procedure, and an individual embedding procedure checking means for detecting the output timing of the control instruction and outputting the additional operation information embedded by the individual embedding procedure setting means.
