PROBLEM TO BE SOLVED: To provide a disk recording and reproducing device capable of increasing the speed of a time from the put-on of a power supply to a thumb-nail display. SOLUTION: The presence of a thumb-nail information table in a non-volatile memory 10 is confirmed in the case of the put-on of the power supply. When the thumb-nail information table is not stored; a management information is read from a disk medium 1, an encoding data converted into the image data of the thumb-nail display is read, and the thumb-nail information table is prepared and stored in the non-volatile memory 10. When the thumb-nail information table is stored in the non-volatile memory; the table is read. A data-reading time from the disk medium is shortened, and a thumb nail can be displayed at a high speed by reading the encoding data for a conversion into a thumb-nail image from the disk medium 1, by using the place of the recording start of the encoding data converted into the image data of the thumb-nail display and the recording size.
