PROBLEM TO BE SOLVED: To achieve effective measures to generation of a traffic jam that is a maximum problem in a 'crossing nonstop travel control system' while making use of a characteristic of the system. SOLUTION: A vehicle sensor is provided near a spot P between a crossing A and the spot P during application of the 'crossing nonstop travel control system' to measure the number of vehicles passing the spot P, the traffic jam generation in a section thereof is predicted from a result thereof, and a green light flashing time of the crossing A is extended with a time width corresponding to a predicted degree of the traffic jam. A vehicle sensor is provided before the crossing A to measure the number of vehicles waiting for a traffic signal to change, and green light lighting time of the crossing A is hastened with a time width corresponding to the measured number of the vehicles.
