Provided is a neutral detergent for cleaning a heat exchanger, which easily removes scale, rust, and oil in the neutral pH, has more excellent safety than the acidic detergent, and hardly does damage to the base material of a heat exchanger. The neutral detergent for cleaning a heat exchanger is prepared by the steps of: (i) neutralizing citric acid into a weakly acidic solution or neutral solution using ammonia water; (ii) adding hydrogen peroxide to the neutralized solution to generate oxygen bubbles; (iii) adding surfactant to the solution of the step (ii); and (iv) adding benzotriazole to the solution of the step (iii). The neutralized solution of citric acid and ammonia water has pH of 5.0-7.0.
