A water activating device of a water purifier filter device is provided to activate water by accelerating a flow of water passing through a filter of the filter device or applying a magnetic field to the accelerated flow of water. In a filter device which is constructed in a filtering system of a water purifier, wherein an upper body(10) to which a water inlet(11) is connected and a lower body(20) to which a water outlet(21) is connected are connected to each other by means of a communication pipe(30) such that respective filter housing spaces(12,22) are formed in the upper and lower bodies, a water activating device of the water purifier filter device comprises: a plurality of fin plates(13,23) formed on inner wall surfaces of the upper and lower bodies along a water flow direction and spaced apart from one another in a predetermined distance; a spiral pipe(40) mounted on the communication pipe to supply the vortex flow of water to the fin plates by forming a vortex flow in water guided by the fin plates; and a magnet(50) mounted on a peripheral surface of the communication pipe to activate ions of water.
