PROBLEM TO BE SOLVED: To provide a pressure release valve having functions of keeping high airtightness when elevation of internal pressure is small, quickening slow leakage when the elevation of the internal pressure is fast, and opening a valve when the elevation of the internal pressure is rapid in the pressure release valve provided at a sealing plate for an aluminum electrolytic capacitor. SOLUTION: The pressure release valve is an elastomer made of silicone rubber etc. The pressure release valve is nearly cylindrical and has a thin part at its one end. The pressure release valve is provided with a valve trunk in its center, a flange on the outer periphery of a closed mouth end, and a thick part on the outer periphery of an opened mouth end. The sealing plate is sandwiched between the flange and the thick part, and a groove for slow leakage extending in the direction of a hole axis is provided at the sealing plate or the valve trunk.
