PROBLEM TO BE SOLVED: To provide an evaporating/concentrating device which can efficiently and surely treat waste liquid containing alkali components and volatile acid components. SOLUTION: The evaporating/concentrating device 1 comprises a first evaporator 30 which generates volatile acid components-containing vapor by evaporating the waste liquid mixed with an acid for neutralization, and a second evaporator 50 which generates vapor from which the volatile acid components have been removed by evaporating neutralized liquid generated by neutralizing and condensing the volatile acid components-containing vapor. The second evaporator 50 comprises an evaporation can 51 in which a heat-transfer pipe 59 passing the volatile acid components-containing vapor discharged from the first evaporator 30 is disposed, and a supply device 52 which supplies neutralized liquid generated by condensing the volatile acid components-containing vapor to which an alkaline solution is sprayed, in the heat-transfer pipe 59 to the outer surface of the heat-transfer pipe 59. Heat exchange between the volatile acid components-containing vapor passing through the heat-transfer pipe 59 and the neutralized liquid supplied to the outer surface of the heat-transfer pipe 59 evaporates the neutralized liquid to generate the vapor from which the volatile acid components are removed.
