An system is described for accelerating funding, design, and construction of permanent colonies on the moon. The first main part involves a system for lifting a large and heavy rocket into the upper atmosphere, then establishing forward flight at a speed of several hundred miles per hour before the rocket engines are ignited and the rocket is released.
