<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of surely removing toner caking on toner layer regulating blades, by solving a problem in that toner flows due to the reverse rotation of a developing roller and a problem in that friction arises between both contact faces. <P>SOLUTION: The image forming apparatus incorporates a one-component developing device having the toner layer regulating blades 23 and 24, which regulate the thickness of a toner layer on the surface of the developing roller 21 disposed in contact with a photoreceptor drum 3. In the image forming apparatus, a toner scatter prevention sheet 51 is disposed near the opening 20a of a developing tank 20 so that its leading end 53 is in contact with the surface 41 of the photoreceptor drum 3. In this condition, during non-development after the completion of one job, the developing roller 21 and the photoreceptor drum 3 are slightly rotated in the reverse direction R2 to that assigned for development.
