PROBLEM TO BE SOLVED: To provide an apparatus having a simple treatment operation and a small running cost in the apparatus for treating sewage by mixing a recalcikrant organic substance or the like in the sewage with the sewage and cohesive soil (clay) containing a clay colloidal particle, and a method. SOLUTION: Treated water is obtained by adjusting the cohesive soil (clay) containing the clay colloidal particle at a fixed concentration in a mixing and agitating tank, mixing it with the sewage containing the recalcikrant organic substance, adsorbing the recalcikrant organic substance to clay colloid, and separating the clay colloid in a floatation separation tank. The apparatus and the method for obtaining the treated water comprise supplying air for agitating mixture water which mixes the cohesive soil (clay) and the sewage, recirculating the mixture water in the floatation separation tank to the mixing and agitating tank, forming a slurry zone in the floatation separation tank, and separating the clay particle.
