PROBLEM TO BE SOLVED: To provide a technique which is innovative and exceptionally useful for capable of developing a hitherto unavailable and excellent electromagnetic wave absorbing action and for preventing an electromagnetic noise trouble in a highly effective manner.

SOLUTION: An electromagnetic wave absorbing material is formed by mixing a mixture material 1 having a magnetism with resin 2, wherein the mixture material 1 is constituted by forming a magnetic material 3 in a hollow shape having a hollow part 3a and a dielectric material 4 is provided at the hollow part 3a of this magnetic material 3.
