PROBLEM TO BE SOLVED: To provide a video image browsing system capable of retrieving and browsing a scene contained in a streaming video image and annotation information added to the scene using a network. SOLUTION: The video image browsing system comprises a retrieval server. The retrieval server includes a retrieval table for registering a video image ID, a start time, an end time, and a video image content for an arbitrary event contained in each streaming video image at least for streaming video images registered at a streaming server. The retrieval server retrieves a video image scene matched with conditions according to a request from a user terminal; and transmits to the user terminal scene information including at least a video image ID, a start time, and an end time for the scene. When the user terminal specifies one of the scene information and requests video image distribution, the specified time duration width of the specified video image is streaming-downloaded. Moreover, additional information such as coaching separately created for an arbitrary scene is associated with the scene information.
