PROBLEM TO BE SOLVED: To provide a high quality image forming apparatus and a process cartridge in which the rise of the torque of an image carrier due to an insufficient application quantity of a lubricant is prevented and no color shift occurs. SOLUTION: The image forming apparatus has: a lubricant supply means 7 to supply a lubricant to the surface of an image carrier 1 disposed on a downstream side of a cleaning member 61 in a moving direction of the surface of the image carrier 1; and a uniformizing member 74 for spreading the lubricant on the surface of the image carrier 1 disposed on a downstream side of the lubricant supply means 7 in the moving direction of the surface of the image carrier 1, wherein the amount of the lubricant present on an upstream side of the uniformizing member 74 and on a downstream side of the lubricant supply means 7 in the moving direction of the surface of the image carrier 1 is≥0.11 mg/m<SP>2</SP>.
