PROBLEM TO BE SOLVED: To provide a working deck for a tilting surface frame base which easily form a horizontal working board on the tilting surface frame base and secures stability, and also to provide a method of forming the tilting surface frame base with high execution efficiency using the working deck. SOLUTION: The working deck for the tilting surface frame base is provided with a working board which is mounted on a tilting surface and varies inclination and a support which holds the inclination of the working board. One end of the working board is rotatably pivoted and one end of the support is rotatably pivoted. The inclination of the working board is held by lifting up the other end of the working board and supporting it by the support in the working deck for the tilting surface frame base. The tilting surface frame base is formed by using two sets of working decks and appropriately repeating the mounting of the working deck, the suspending of the working board and storage.
