PROBLEM TO BE SOLVED: To provide a generation device of a map knowledge base and its method, and a system of traffic information reference system and its method. SOLUTION: The system comprises a map knowledge base generation device for generating information related to spacial position information of attribute values based on attributes of roads and traffic points, attribute values corresponding to the attributes, and an electronic map for establishing the map knowledge base; and a traffic reference processing unit for receiving a reference form from a user terminal and analyzing it, disintegrating the reference request if it is possible to disintegrate the reference request in accordance with the knowledge base, and searching a traffic information database on the basis of the disintegrated reference request.
