PROBLEM TO BE SOLVED: To make charge for ensuring next restart of a fuel cell to a capacitor possible, even when the power generation characteristics of the fuel cell are the lowered power generation characteristics which are lower than the normal power generation characteristics.

SOLUTION: When a controller has decided that the power generation characteristics are the lowered power generation characteristics which are lower than usual power generation characteristics 51 in charging of the capacitor, by limiting the power consumption of auxiliaries, power current generated in the auxiliaries 20 is reduced (Ifca-▵Ifc), generated power voltage Vfc which is the charge-side voltage is raised , and charging for the capacitor is carried out. Accordingly, charging to the desired charge threshold Vth to the capacitor can be conducted.
